Peter Harteg, the developer of CMSimple, sold all rights (i.e. code, name and websites) in November 2012 to Gert Ebersbach. Gert put the code in his web archive with the notice “Development abandoned”.
Thus there are only different forks of the original CMSimple in active development now.
CMSimple Classic is maintained by Preben Björn Biermann Madsen. This fork is based on CMSimple 3.4.
CMSimple 4.0 or higher (not to be confused with the original CMSimple) is maintained by Gert Ebersbach. This is a fork of CMSimple_XH 1.5.3 (the last XH-version to which Gert contributed), although he is contesting this and calls his system the original CMSimple. Gert has established his own infrastructure and forum, and is publishing his own plugins which are not compatible with CMSimple_XH. Moreover he warns agains using plugins developed for CMSimple_XH with his system.

At present there are not yet many differences between CMSimple 4+ and CMSimple_XH, as both derive from CMSimple_XH 1.5.3 released in March 20121). The development however seems to go in different directions so that in future differences may become more pronounced.
Update in July 2014: there are more than a few plugins incompatible between CMSimple 4.x and CMSimple_XH.
